This chapter outlines the objectives and achievements of the Citizens Le- gislative Initiative on the Associations of Cannabis Consumers (the Green Rose) that was laid before the Parliament of Catalunya in 2015. It reframes the socio- legal background of the cannabis club movement in human rights terms and sets out the political and socio-legal context in which the initiative was drafted.

It evaluates the national importance of this initiative in terms of its influence on the quality of the political debate on topic of cannabis regulation.
